二、公司质量诚信管理机构
质(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)是企业生存的基(ji)础。公(gong)(gong)司(si)(si)(si)(si)最(zui)高管(guan)理(li)(li)者(zhe)是公(gong)(gong)司(si)(si)(si)(si)质(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)管(guan)理(li)(li)的第(di)一责任人,负(fu)责贯彻(che)执行(xing)国家(jia)有(you)关法律法规及其(qi)他要求;批(pi)准质(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)方针、目(mu)标及质(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)管(guan)理(li)(li)体(ti)(ti)系手册;任命管(guan)理(li)(li)者(zhe)代表,为管(guan)理(li)(li)体(ti)(ti)系的有(you)效运(yun)行(xing)提供充分的资源(yuan)。管(guan)理(li)(li)者(zhe)代表负(fu)责公(gong)(gong)司(si)(si)(si)(si)质(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)管(guan)理(li)(li)体(ti)(ti)系的建立、实施和保(bao)持(chi),组织制定体(ti)(ti)系文(wen)(wen)件,审核(he)《质(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)管(guan)理(li)(li)手册》,审批(pi)《程(cheng)序文(wen)(wen)件》,规章制度和其(qi)他要求及各(ge)单位质(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)目(mu)标、指(zhi)标,组织监督(du)检(jian)查,确保(bao)质(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)管(guan)理(li)(li)体(ti)(ti)系正常(chang)有(you)效运(yun)行(xing)。公(gong)(gong)司(si)(si)(si)(si)设(she)置(zhi)技术部,归(gui)口管(guan)理(li)(li)公(gong)(gong)司(si)(si)(si)(si)的质(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)工作(zuo),履行(xing)管(guan)理(li)(li)、监督(du)、指(zhi)导、服务(wu)等职责,各(ge)车间设(she)置(zhi)有(you)质(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)计(ji)量(liang)(liang)(liang)(liang)组,负(fu)责本车间的质(zhi)(zhi)(zhi)量(liang)(liang)(liang)(liang)工作(zuo)。
公(gong)司实行(xing)(xing)负(fu)责(ze)(ze)人首要(yao)(yao)负(fu)责(ze)(ze)制(zhi),明确(que)(que)公(gong)司最高管(guan)(guan)理(li)(li)者(zhe)、管(guan)(guan)理(li)(li)者(zhe)代表、各(ge)(ge)管(guan)(guan)理(li)(li)部(bu)门及生(sheng)产单位(wei)(wei)的质(zhi)(zhi)量(liang)(liang)职责(ze)(ze)和目(mu)标要(yao)(yao)求。层(ceng)层(ceng)签订责(ze)(ze)任(ren)书,确(que)(que)保质(zhi)(zhi)量(liang)(liang)落到(dao)实处。公(gong)司建立了(le)横向覆(fu)盖(gai)研发、采(cai)供、生(sheng)产控(kong)制(zhi)、销售及服务等全过程,纵向覆(fu)盖(gai)高层(ceng)领导到(dao)岗位(wei)(wei)员工的质(zhi)(zhi)量(liang)(liang)责(ze)(ze)任(ren)体系。每年评价确(que)(que)定(ding)各(ge)(ge)部(bu)门及岗位(wei)(wei)质(zhi)(zhi)量(liang)(liang)责(ze)(ze)任(ren)指标,纳(na)入(ru)绩效(xiao)考核(he)(he),制(zhi)定(ding)质(zhi)(zhi)量(liang)(liang)控(kong)制(zhi)规范,保证质(zhi)(zhi)量(liang)(liang)责(ze)(ze)任(ren)得到(dao)层(ceng)层(ceng)落实。公(gong)司制(zhi)定(ding)了(le)各(ge)(ge)岗位(wei)(wei)操(cao)作(zuo)规范,明确(que)(que)岗位(wei)(wei)操(cao)作(zuo)和质(zhi)(zhi)量(liang)(liang)要(yao)(yao)求。制(zhi)定(ding)《质(zhi)(zhi)量(liang)(liang)管(guan)(guan)理(li)(li)考核(he)(he)办法》,按季(ji)检查、考核(he)(he)各(ge)(ge)单位(wei)(wei)质(zhi)(zhi)量(liang)(liang)责(ze)(ze)任(ren)制(zhi)落实情(qing)况,召开(kai)质(zhi)(zhi)量(liang)(liang)工作(zuo)会(hui)进(jin)行(xing)(xing)通报(bao),对质(zhi)(zhi)量(liang)(liang)责(ze)(ze)任(ren)制(zhi)目(mu)标实现(xian)情(qing)况与单位(wei)(wei)绩效(xiao)进(jin)行(xing)(xing)挂(gua)钩考核(he)(he),各(ge)(ge)部(bu)门制(zhi)定(ding)相应的挂(gua)钩考核(he)(he)办法,对生(sheng)产班组、工段、车间进(jin)行(xing)(xing)考核(he)(he)。对重(zhong)大(da)质(zhi)(zhi)量(liang)(liang)安全事故,实行(xing)(xing)“一票否决”。
三、质量诚信基础建设
1、检验检测能力
公(gong)司(si)检(jian)(jian)测中心建立(li)了检(jian)(jian)测设(she)备档案,并(bing)整理分类,将(jiang)重要(yao)的(de)精(jing)密仪器(qi)以(yi)及(ji)重要(yao)项目、关键参数的(de)检(jian)(jian)测设(she)备进行重点管(guan)理。管(guan)理的(de)关键内容是:进行校准或检(jian)(jian)查,以(yi)便(bian)检(jian)(jian)测数据(ju)的(de)有(you)效溯源,持续维持设(she)备的(de)良好(hao)运行和(he)准确度。检(jian)(jian)验(yan)设(she)备的(de)使用人(ren)员必(bi)须经(jing)过(guo)(guo)专(zhuan)业培训(xun),考(kao)核(he)合格后方可上岗。实(shi)验(yan)室还建立(li)了完善(shan)的(de)样品留(liu)存(cun)制度,每次(ci)检(jian)(jian)测完毕后将(jiang)检(jian)(jian)样及(ji)复样做好(hao)标识存(cun)放(fang)于样品库(ku)中,并(bing)由专(zhuan)人(ren)负责(ze)(ze)保管(guan),留(liu)存(cun)至少一(yi)年,以(yi)便(bian)出现问题及(ji)时(shi)复检(jian)(jian)及(ji)查找原(yuan)(yuan)因。切实(shi)加(jia)强(qiang)供(gong)应商供(gong)货的(de)质(zhi)量(liang)检(jian)(jian)查验(yan)收,督(du)促供(gong)应商依法履行质(zhi)量(liang)责(ze)(ze)任,严(yan)(yan)把原(yuan)(yuan)材料入(ru)库(ku)质(zhi)量(liang)关,严(yan)(yan)格工艺纪律,严(yan)(yan)格生产全(quan)过(guo)(guo)程的(de)质(zhi)量(liang)控制,加(jia)强(qiang)质(zhi)量(liang)监(jian)督(du)队(dui)伍建设(she),加(jia)强(qiang)对监(jian)督(du)人(ren)员的(de)教育(yu)和(he)培养,不断提高其素质(zhi),完善(shan)监(jian)督(du)手段,提高质(zhi)量(liang)改进能力,增(zeng)强(qiang)其权(quan)威性和(he)有(you)效性。
2、质量管理体系建设
为进一步提升产品质量,落实质量主体责任,公司努力创建质量诚信体系,率先取得ISO9001质量管理体系认证并认真落实和持续改进。为确保质量诚信体系的有效运行,在(zai)(zai)制(zhi)(zhi)(zhi)定科(ke)学严谨的(de)(de)(de)(de)(de)(de)(de)诚(cheng)(cheng)信(xin)(xin)管理(li)(li)(li)制(zhi)(zhi)(zhi)度的(de)(de)(de)(de)(de)(de)(de)基础上(shang),通(tong)(tong)(tong)过(guo)严把(ba)进厂原辅材料诚(cheng)(cheng)信(xin)(xin)关(guan)(guan)、生产(chan)(chan)组织诚(cheng)(cheng)信(xin)(xin)关(guan)(guan)、质(zhi)(zhi)(zhi)量监(jian)控诚(cheng)(cheng)信(xin)(xin)关(guan)(guan)、质(zhi)(zhi)(zhi)量技术服(fu)(fu)务(wu)诚(cheng)(cheng)信(xin)(xin)关(guan)(guan)、人员诚(cheng)(cheng)信(xin)(xin)观,不(bu)断(duan)完善(shan)企(qi)业(ye)(ye)(ye)的(de)(de)(de)(de)(de)(de)(de)诚(cheng)(cheng)信(xin)(xin)体(ti)系建设。通(tong)(tong)(tong)过(guo)制(zhi)(zhi)(zhi)定诚(cheng)(cheng)信(xin)(xin)方针、诚(cheng)(cheng)信(xin)(xin)目标,开展(zhan)企(qi)业(ye)(ye)(ye)诚(cheng)(cheng)信(xin)(xin)相关(guan)(guan)的(de)(de)(de)(de)(de)(de)(de)内容培训(xun),树(shu)立员工(gong)“真(zhen)诚(cheng)(cheng)做(zuo)人、扎(zha)实(shi)(shi)做(zuo)事(shi)”的(de)(de)(de)(de)(de)(de)(de)理(li)(li)(li)念,使员工(gong)真(zhen)正认识到(dao)诚(cheng)(cheng)信(xin)(xin)在(zai)(zai)企(qi)业(ye)(ye)(ye)发展(zhan)中(zhong)的(de)(de)(de)(de)(de)(de)(de)重要(yao)作用,把(ba)诚(cheng)(cheng)信(xin)(xin)渗透并凝结于(yu)企(qi)业(ye)(ye)(ye)经(jing)营(ying)理(li)(li)(li)念之中(zhong),贯(guan)穿于(yu)从原料进厂到(dao)产(chan)(chan)品(pin)出厂等生产(chan)(chan)质(zhi)(zhi)(zhi)量控制(zhi)(zhi)(zhi)全(quan)过(guo)程,成为企(qi)业(ye)(ye)(ye)的(de)(de)(de)(de)(de)(de)(de)行(xing)为方式(shi)和(he)员工(gong)的(de)(de)(de)(de)(de)(de)(de)自觉行(xing)动。为保证(zheng)不(bu)断(duan)提高产(chan)(chan)品(pin)质(zhi)(zhi)(zhi)量,提升公司质(zhi)(zhi)(zhi)量服(fu)(fu)务(wu)水平,在(zai)(zai)公司质(zhi)(zhi)(zhi)量管理(li)(li)(li)体(ti)系文件中(zhong)明确了顾(gu)(gu)(gu)(gu)客(ke)对(dui)(dui)产(chan)(chan)品(pin)的(de)(de)(de)(de)(de)(de)(de)要(yao)求、评(ping)审及(ji)服(fu)(fu)务(wu),通(tong)(tong)(tong)过(guo)顾(gu)(gu)(gu)(gu)客(ke)热线电话、顾(gu)(gu)(gu)(gu)客(ke)投诉(su)(su)、走访顾(gu)(gu)(gu)(gu)客(ke)与顾(gu)(gu)(gu)(gu)客(ke)直接(jie)沟通(tong)(tong)(tong)、定期的(de)(de)(de)(de)(de)(de)(de)问卷调查等方式(shi)收(shou)集客(ke)户(hu)投诉(su)(su)或者潜在(zai)(zai)抱(bao)怨(yuan)信(xin)(xin)息(xi),通(tong)(tong)(tong)过(guo)对(dui)(dui)竞争对(dui)(dui)手的(de)(de)(de)(de)(de)(de)(de)考察(cha)以及(ji)顾(gu)(gu)(gu)(gu)客(ke)对(dui)(dui)其(qi)他对(dui)(dui)手产(chan)(chan)品(pin)的(de)(de)(de)(de)(de)(de)(de)评(ping)价(jia),收(shou)集顾(gu)(gu)(gu)(gu)客(ke)对(dui)(dui)产(chan)(chan)品(pin)与服(fu)(fu)务(wu)期望(wang),主(zhu)动进行(xing)预防来减(jian)少顾(gu)(gu)(gu)(gu)客(ke)投诉(su)(su)。为此,制(zhi)(zhi)(zhi)定了相关(guan)(guan)管理(li)(li)(li)办(ban)法,建立健全(quan)了受(shou)理(li)(li)(li)和(he)处理(li)(li)(li)产(chan)(chan)品(pin)质(zhi)(zhi)(zhi)量和(he)售后(hou)服(fu)(fu)务(wu)质(zhi)(zhi)(zhi)量投诉(su)(su)的(de)(de)(de)(de)(de)(de)(de)控制(zhi)(zhi)(zhi)程序。设定销售部为产(chan)(chan)品(pin)售后(hou)服(fu)(fu)务(wu)主(zhu)体(ti),负责客(ke)户(hu)售前、售中(zhong)、售后(hou)一(yi)切投诉(su)(su)接(jie)待、所有投诉(su)(su)处理(li)(li)(li)的(de)(de)(de)(de)(de)(de)(de)协调和(he)落(luo)实(shi)(shi)、监(jian)督管理(li)(li)(li)以及(ji)顾(gu)(gu)(gu)(gu)客(ke)质(zhi)(zhi)(zhi)量咨(zi)询和(he)投诉(su)(su)。对(dui)(dui)顾(gu)(gu)(gu)(gu)客(ke)抱(bao)怨(yuan)、投诉(su)(su)等信(xin)(xin)息(xi)进行(xing)了责任落(luo)实(shi)(shi)。同时(shi)每年进行(xing)一(yi)次(ci)顾(gu)(gu)(gu)(gu)客(ke)满意度调查,对(dui)(dui)顾(gu)(gu)(gu)(gu)客(ke)潜在(zai)(zai)不(bu)满进行(xing)分析,并将(jiang)整改落(luo)实(shi)(shi)到(dao)责任部门。
